FPS/44/118 TOP SECRET Secretary, J.I.C. 1. We have been instructed to report on the military implications of initiating Chemical and Biological warfare against the Germans. 2. Would you please provide us with a draft covering the following points:(a) the probability of the Germans being the first to initiate chemical or biological warfare. If they decided to do so, the form these attacks would take? (b) the state of German defensive preparations against the initiation of C and B warfare by us. (c) the extent and probable form of enemy retaliation were we to initiate C and/or B warfare.
