(a) If the Germans could no longer attack this country with flying bombs, or long range rockets. (b) If the blackout in this country were lifted. The Germans would hear immediately that this had been done and would probably again attack the United Kingdom with piloted aircraft, either because they felt compelled to counter the propaganda effect of the black-out being lifted, or because they hoped that the black-out would be imposed again with its resultant effect upon the morale and war effort of this country.
