Effect on Germany's position in Norway and Sweden 10. If the Germans retain their bridgehead in the Petsamo area their military position in Norway will not be seriously affected by Finland's capitulation. It will, however, add considerably to the strain on Germany's sea communications along the Norwegian coast, where shipping has recently been suffering heavy attrition from Allied attack. 11. The Russian advance would not adversely affect the morale of the Norwegian people who on the contrary would be encouraged by this further sign of German weakness.
