wear down and discourage their enemy and to maintain their own morale. However, in so doing, they must themselves avoid severe losses and exhaustion. The Germans would sacrifice territory east of the general line Niemen-Bug-Carpathians-Danube Delta rather than divert strength from the West for the purpose of holding it. We believe, however, that they would subordinate all other considerations to the requirements of holding that line and would reinforce it as necessary, whatever the consequences in the West.
