Question 3 7. If Russia entered the war the Japanese, faced with an even more urgent need for troops and air forces in the Inner Zone, would increase the speed of their withdrawal from the Outer Zone, and South China. Thus, the scale of land opposition to an assault on the HongkongCanton area would not be affected except that they might have begun thinning out before the autumn of 1945. (Signed) E.J.
