5. In the light of the fresh and reliable information set out below, we are confirmed in our former estimate of the weakness of the German oil situation, which is already having some direct effect on operations. (a) German Air Force. Requirements of aviation spirit have in the past been mainly and must now be entirely supplied from Central European sources. The German aviation fuel position has reached a point where reserves have had to be broken into in order to meet vital defence requirements. (b) German Navy.
