APPENDIX 'A' to J.I.C. (AF)/20/44 GENERAL CONSIDERATION GOVERNING GERMAN WITHDRAWAL FROM OCCUPIED TERRITORY 1. The German High Command must now realize that there is little prospect of defeating the Allies and imposing German terms on them. Their aim must accordingly be to create the most favourable possible conditions for a compromise peace. They must appreciate that their bargaining powers will to a large extent be proportionate, to the area. of occupied territory which Germany still retains when peace negotiations commence.
