Operations in S.E.A.C. Note by the Secretary, Covering Reply to F.P.S.

The only warships remaining for the defence of Japanese occupied territories south of Formosa will be such light craft as have been left to provide scant protection for shipping movements around and between the various islands on the business of supply, maintenance and reinforcement of one area from another. These warships might include 6-10 submarines, 2-3 light cruisers, a few old destroyers, together with an assortment of local defence craft of all types. These are highly ulikely to attempt to interfere with any of the operations outlined under alternatives A, B, C, and D.
