ANNEX FPS/44/88 18.5.44. Secretary, J.I.C. Operations in S.E.A.C. We are reviewing possible operations in S.E.A.C. against the eventuality that the Pacific strategy is turned down. 2. We have seen J.I.C. (44) 186, which estimates the dispositions of Japanese forces in the spring of 1945. 3. It is unlikely that the war in Europe will end in time to get any additional forces to S.E.A.C. to take part in operations in the dry season 1944/45. Therefore we assume operations during that period will be limited to the forces already in or allocated to the theatre and will be confined to Upper BURMA, except possibly for the capture of SIMALUR.
