4. RECOMMENDATIONS:(a) We consider that, of the three satellite countries, priority for bombing should for the present be as follows:ROUMANIA BULGARIA HUNGARY The choice of specific targets within these countries should be based on military and economic considerations. This order of preference itself, however, is based on the military and political appreciation of future events. The priority accorded to BULGARIA is, therefore, only valid so long as that appreciation remains unchanged. (b) In order to achieve any effective disruption of supply lines to the Carpathians Dniester front:(i) Continued mining of the Danube is of first importance.
