Reference COSMED 71. 1. We consider that priorities for bombing effort in south East Europe given in COSMED 93 confirmed and amplified in COSMED 105 remain unaltered. 2. As secondary objectives the importance of the remaining refinery capacity at PLOESTI and the refineries at BUDAPEST and VIENNA have increased in view of previous damage to PLOESTI and successful attacks from United Kingdom on synthetic oil plants.
