At the same time he appears to have made preparations for surrendering when he sees that the military situation is hopeless. The Opposition, under Maniu and Bratianu, continue to favour peace now, but so far there is little sign that they are capable of taking any action which might result in Roumania's defection while she is still occupied by German forces. OPPOSING FORCES. 10. The following is our estimate as at Mid-May of the strength of the opposing forces.
