If the Chiefs of Staff agree, in principle, to accede o Admiral Kharlamov's request, certain security questions will arise. These are being considered. If, however, it is found that satisfactory arrangements can be made to ensure that the granting of the Russian request will not involve a risk of information of the date of the assault leaking out, we consider that it will be to our advantage to accede to it. We therefore ask the Chiefs of Staff for covering authority, subject to satisfactory security arrangements being made, to our inviting S.H.A.E.F.
