3 ANNEX. REPORT. WE are given as an assumption that Japan accepts the defeat of Germany to be inevitable, and probable by the autumn of 1944. Japan will realise that, thereafter, Great Britain and America will concentrate all their resources against Japan in an attempt to defeat her in the shortest possible time. Political. Japan also realises that her own resources will be vastly inferior to those of Great Britain and America, not to mention Holland and France, and this will accentuate her desire to avoid a conflict with Russia.
