ANNEX A 1. There is no evidence that recent events on the Eastern Front have yet compelled the Germans fundamentally to alter their strategy of maintaining their forces in the West at approximately the present numerical level, even at the risk of further disasters in the East. Should any divisions leave the West, they will be probably replaced either by newly formed or battered divisions. If events on the Eastern Front compel the Germans to find further reinforcements we believe that they would draw these forces from other theatres rather than from France and the Low Countries, even at the expense of a major withdrawal in Italy.
