(b) The attitude of ROUMANIA particularly and to a lesser extent of BULGARIA is susceptible to definite exploitation by the Allies. Effective pressure except by bombing can however only be exerted by the Russians. RECOMMENDATIONS 3. (a) Aerial attacks on the bottle-necks of the new German supply lines should be maintained as the best direct means whereby we can hinder the creation of a firm German front in south eastern ROUMANIA. The recent COS directive giving first priorities to the rail-centres of BUCHAREST, PLOESTI and BUDAPEST accords with our appreciation of the most vulnerable points, and the first attacks are believed to have had good results.
