Para. 3(b). The American estimate for Japanese shipbuilding is again for 100 g.r.t. and over. We have made no estimate as low as this. We estimate Japan's shipbuilding capacity in 1944 to be 800,000 gross tons although We are somewhat doubtful whether this will be reached. The comparable American figure is in the neighbourhood of 1 million tons. There is an additional allowance to be made for wooden ships which may be built during the year and which are presumably included in the American figure for small ships.
