ANNEX I GERMAN NAVY 1. The main shortages in the German navy are listed below. Ships 2. For the purpose of resisting seaborne attacks upon Europe, Germany suffers from a shortage of all kinds of warship, except submarines. In the offensive category, her losses in capital ships and the insufficiency of her destroyer screens make it impossible for her to make a sizeable challenge to our trade routes and thus contain elsewhere the British bombardment force which is a vital and integral part of our assault operations.
