Reference COSMED 71 Russian advance into Roumania has created chaotic refugee movement south-westwards. This must seriously impede movements of Roumanian troops and of German supplies by rail and road and delay preparations of defences in Galatz Gap. We believe all recent German reinforcements on Russian Front concentrated between Kovel and Cernauti.
