(b) It would help if targets in densely populated areas, where casualties are likely to be highest, could be kept to the end of the programme, to be dealt with shortly before D-day. If it were possible to arrange for these targets to be attacked simultaneously, it might be possible to organise a general strike which would reduce the risk to loyal rail personnel. Attacks on railway targets in the inner Paris zone present a special problem. When such targets are attacked declaration should be made by the French Committee of National Liberation assuring the population of the necessity for them.
