Soviet Armistice Terms to Finland. Report by J.I.C.

(a) She would lose about 70% of her anticipated nickel supply for 1944 with the loss of Petsamo. (b) She would abandon military positions which she has held since 1941, and would have to fall back to unprepared positions in Norway. (c) The Germans might doubt whether the Finns would or could during the month's grace cover their withdrawal. (d) Such a strategic withdrawal without pressure is contrary to her past and present practice and would involve a loss of prestige. (e) It would release more Russian than German divisions for service elsewhere.
