APPENDIX "A" DISCUSSION 1. We consider that this problem has two aspects, namely: (a) Whether activity by TITO'S forces can be instrumental in committing further German forces than those already garrisoning the BALKANS. (b) Whether, if the enemy decided to move forces from elsewhere, in order to reinforce his available forces in the OVERLORD area, such moves could be prevented or hindered by TITO's forces; and if so where and when. POSSIBILITY OF COMMITTING FURTHER GERMAN FORMATIONS 2. We consider that the German High Command has already made, or is completing, its broad disposition of forces to meet the strategic situation which the enemy expects to have to face in the Spring and Summer of 1944.
