OVERLORD 8. (a) Land Forces. In J.I.C. (44) 66 (0) we estimated that the strength of the German land forces in France and the Low Countries at the target date of OVERLORD might be:16 20 offensive divisions 39 35 defensive divisions. Owing to the subsequent developments on the Russian front and in S.E. Europe it now seems improbable that the Germans will be able to build their forces in the West up to as many as 20 offensive divisions. Should the German situation in Russia continue to deteriorate during the next 3 months they may not even be able to reach the figure of 16 offensive divisions.
