(iv) Labour Troubles For the first time, there has been good evidence of the German leaders' serious concern at the fell in the productivity of labour, a fall which the Gestapo can do nothing to check. The low output, indiscipline, and danger to security from foreign workers have been a particular source of anxiety. Administrative weakness in the field of labour continues to be marked. CONCLUSION 6. There are no signs of a collapse in Germany actually setting in; nor can we record any new factor or trend which might suggest that a collapse is likely in the immediate future.
