ANNEX ENEMY RAIL REQUIREMENTS AT THE TIME OF OVERLORD. 1. The Germans have either made or are already completing their broad dispositions to meet OVERLORD. They have today in France and the Low Countries some 54 divisions the majority of which are disposed to meet a landing somewhere between the Brest Peninsula and the Scheldt. Similarly their air forces in the West other than those engaged in the defence of Germany are broadly disposed to meet this threat. 2. The Germans will use the time between now and the launching of OVERLORD to perfect their defensive preparations in France.
