German Reactions to Finish Acceptance of Russian Terms Report by the J.I.C.

The German reaction to this threat would probably be to hold the Åland Islands (in which they already have at least some naval personnel) from which base their naval forces would be able not only to protect their own shipping, but also to operate against the Russian shipping and naval forces supporting an advance through the Baltic States. We should therefore expect the Germans to be established in the Åland Islands by the time any armistice terms have been accepted by the Finns and to be operating naval forces and possibly small fighter forces from there.
