3 Finland. 16. There is not likely to be any great change on the Finnish front, unless the present negotiations between Finland and Russia lead to a separate peace. In that event the Germans might try to retain forces in the Petsamo area but would withdraw their forces from the rest of Finland, if they could. Any forces so withdrawn would be absorbed in the Eastern front where the Russian strength would have been increased to an even greater degree. Norway. 17. Although there may be some thinning out of the German forces in Norway, before or after " Overlord, " the Germans will not abandon Norway with its important naval and air bases, even if Finland capitulates.
