apparent lack of suitable trained personnel, and the great difficulties inherent in the infiltration of the necessary agents, lead us to the conclusion that the risks of effective sabotage in the United Kingdom are so small as not to constitute a menace to the war effort. Such danger as there is must be anticipated mainly in the areas connected with the mounting of "OVERLORD" where special precautions will be necessary at a few selected points. 9. We have reported on the risks of sabotage with a view to economy in manpower.
