Development of Situation in Northern Italy. Note by the Secretary

44/100 SECRETARY, J.I.C. 1. The Joint Planning Staff are preparing a report in response to a suggestion by the Prime Minister* on the possibilities that may arise in Northern Italy. For the purposes of this report, the Strategical Planning Section require the following information. Assumptions 2. The Russian winter campaign continues successfully but results in no decisive victory. The Partisans and other guerilla forces in the Balkans continue activity on about the present scale with no noteworthy success either by them or the enemy.
