6. The Germans would consider the retention of their garrison in Finmark worthwhile in order to hold their comparatively secure bases there and to deny to the Allies the use of these bases as a result of an unopposed landing. 7. The Germans would also wish to avoid the propaganda affect on Norway and Sweden of the establishment of British and American forces in Finmark. 8. We conclude that the Germans would continue to occupy Finmark until Allied action forced them to withdraw. (Signed) V. CAVENDISH-BENTINCK E.G.N.
