13. During the period under review, however her main concern will be to strengthen her defences in the Philippines, Formosa and the Eastern N.E.I. To do this she will probably have to draw mainly on troops from South and Central China where Japanese commitments are unlikely to have increased. She is unlikely to make any considerable reduction in her garrisons in Japan proper because of the increased likelihood of Russian intervention. 14. She will not, during this period, attempt any large scale move of land forces back to the Inner Zone, such as would involve the serious weakening or abandonment of any of her outpost positions.
