3. Case A of RANKIN Substantial weakening of the strength and morale of German armed forces in the West. During the past few months there has been very little reduction in the size of the garrison of France and the Low Countries. In France trained divisions moved to other fronts have been in the main replaced by new divisions in the process of formation and training. There are now clear indications of those divisions behind the coastal defence sectors being redisposed to meet the threat of invasion.
