8. The conversion of ANVIL to a threat only would relieve the German High Command of the administrative and other difficulties in which they would be involved by assaults on France from two directions at once. Effect on Patriot activities in France 9. After consultation with S.O.E. we offer the following general observations:(a) All patriot activities in France whether by the general public, the "maquis" or the organised Resistance Groups, will be considerably affected by whether Allied operations are moving towards the areas concerned.
