present bomber force, at this stage of the war decisively to interfere with production, and since inexperience of the bomber crews would militate against the effectiveness of the attacks, concentrated raids against industrial targets in the Midlands or the North are less likely, although such a possibility cannot be ruled out entirely. The most likely objective for a large-scale night raid would be against London as retaliation for the bombing of Berlin and because it would have the greatest propaganda effect in Germany.
