A N N E X FROZEN NO. 209 29th November, 1943 For D.D.I.3 Air Ministry from Lee. In your appreciation on future J.A.F. dispositions you allow for two or three aircraft carriers possibly operating in South-East Asia in the spring of 1944. Admiralty intelligence view here is that "no Japanese unit larger than submarine likely to operate offensively in Indian Ocean during 1944 subject to retention by C.-in-C. Eastern Fleet of reasonable naval force to act as deterrent" May I have agreed J.I.C. London view as to whether Japanese can operate aircraft carriers in reply to Allied offensive operations in South-East Asia in 1944 as in last appreciation received two or three carriers with complement of 100 to 150 aircraft was given as possible future air factor in South-East Asia.
