thought to be desirable in the interests of collective security after the war and that we should not appear in any way to countenance the recent transfer to Siam of four Malay States. The declaration should not be an appendix to those made by President Roosevelt or the Generalissimo. It might be included in a Ministerial speech or other announcement on or about the anniversary of the Pacific War (December 8th) and might be linked to the Prime Minister's statement about countries being permitted to "work their passage home".
