POLITICAL A. Internal 10. with the war going against Japan the Tojo Government has been criticised for not organising the national war effort with sufficient vigour, but the position of the Government is not at present threatened. Civilian discontent will not in the period under consideration embarrass the Government in its prosecution of the war. B. External 11. Japan can have little hope of being able to make peace with the Chungking Government whose position she is trying with little success to undermine by propaganda.
