The declaration should not be an appendix to those made by President Roosevelt or the Generalissimo. It might be included in a Ministerial speech or other announcement on or about the anniversary of the Pacific War (December 8th) and might be linked to the Prime Minister's statement about countries being permitted to "work their passage home".
