SECRET 12th November, 1943. Co-ordination of Non-operational Intelligence in the Middle East. First Interim Report by Brigadier H.I. Allen submitted to the Secretary, Middle East Defence Committee. 1. Terms of reference. These are attached at Appendix "A". 2. Method of Approach. Individual discussion seemed more likely to bring out the prevailing difficulties. Summaries of conversations with the Authorities shown in Appendix "B" have been recorded and are in my custody. To keep this report as brief as possible it has been confined to essentials and is worded in note form.
