(d) Italy 11. Germany's commitments in Russia, the potential threat across the Channel, the necessity for guarding the Balkans, her marked inferiority in the air in Italy, which cannot be remedied, and difficulties of communications in Central Italy will all combine to impose on Germany a basically defensive strategy in Italy. If we are proceeding with our offensive operations in Italy after the capture of Rome, Germany will appreciate that the main Allied effort will continue to be made there. Her object will be to delay our advance northwards by demolitions and strong rearguard actions, but to avoid a decisive battle.
