(3) Offensive action in ITALY by Germany either in the winter or spring is possible. A force of some 4 to 5 armoured and 3 to 4 motorised divisions might be employed, but no effective air support could be provided. Ability to carry this out is dependent upon the Partisan situation in the BALKANS, the withdrawal of mobile divisions from the line for refitting and regrouping, and the internal security situation. It should be possible, however, for us to have reasonable warning of offensive action on the scale suggested above.
