Answer The Japanese would not decide to use gas just because Germany had retaliated against the Allies' use of gas in Europe; but if the Japanese thought that its use would assist their own operations, they would seize the excuse to use it. There are two areas in which the Japanese might think it profitable to use gas: first, China, where the use of gas by the Japanese might cause much resentment against us as the initiators of this form of warfare: secondly, India, where gas attacks on the large towns might produce panic among the civilian population and thereby increase our difficulties in building up India as a base for future offensive operations.
