ACTION REQUIRED 3. In the light of the above and with the agreement of the Directors of Plans, the Joint Staff are requested to set in hand the following Staff study. Basic Assumption 4. The short sea passage from America to the U.K. and the narrow waters of the Channel dichte that the bulk of the British and American forces should enter Europe by the North-West. Whether this entry will be made in the form of an "Overlord" or a "Rankin", and exactly when in 1944 it will be possible to make it, cannot be foreseen at present.
