ANNEX SPHERES OF RESPONSIBILITY. FUNCTIONS AND CHANNELS OF COMMUNICATION IN THE FIELD OF THE INTELLIGENCE STAFFS AND INTELLIGENCE AGENCIES WITH HQ SAC. C-IN-C ALLIED AIR FORCES, BR AND US ARMY GROUPS AND TAF HQS. IN THE NW EUROPEAN THEATRE OF OPERATIONS I System envisaged in J.I.C. (43) 217 (Final) 1. The proposed sphere of responsibility and functions of the Intelligence Branch with SAC in the field were defined in outline in J.I.C.(43) 217 (Final) of 20th May, 1943 as follows:Policy (a) The Intelligence Branch of COS (SAC) will have no direct or independent sources of information, either in the planning stage or in the field.
