ANNEX TERMS OF REFERENCE TO JOINT INTELLIGENCE SUB-COMMITTEE AND JOINT PLANNING STAFF * 1. At their Meeting on 20th September, the Vice Chiefs of Staff considered a Report by the Defence of Bases Committee reviewing the extent to which coast defences in the United Kingdom could be reduced in the following hypotheses: A. On the basis set out in J.I.C.(43) 172 (0) Final. B. On the basis of the worst possible situation, viz., (i) The enemy can organise a greater attack than he is at present capable of doing; (ii) The East coast flotillas may have to be reduced owing to other demands.
