4. Russian Policy regarding Norway. We have no reason to believe that it is Russia's policy to acquire any Norwegian territory; or to control Norwegian policy in the way that she may hope to control the policy of the Finns. The Russians have no economic motive to secure any points in North Norway, such as Kirkenes or Narvik. The iron ore which they might obtain from either source would have to be taken to Murmansk and thence by rail to the Urals. Kirkenes ore is of high quality, but the Russians have ample deposits of similar ore in the East.
