CONSEQUENCES OF HUNGARY ACTING ON HER PROPOSALS (A) If Roumania and Bulgaria followed suit 6. We believe that if Hungary were bold enough openly to capitulate very shortly after the capitulation of Italy, Roumania would be likely to follow suit before Germany could take any effective action against Hungary; it is possible that Bulgaria would do the same. It is assumed that the capitulating powers would be required to deny transport facilities by land, river, sea and air to Germany and to break off trading relations.
