Defence of Japanese Western Perimeter. Note by Sec.

Two. Burma and northern tip Sumatra must be fully garrisoned. Argument. Points vital to defence western wall are Rangoon Moulmein Penang Port Swettenham Singapore Sunda Straits Medan Sabang. Singapore and Swettenham disregarded on present impossibility approach. Sunda Straits disregarded same reason in part because of difficulty on reaching airfields. Penang and Medan doubtful but Japs would not attack themselves with Sabang on flank while approaches to Medan are believed very difficult. Much depends in these cases on all forces available for defence but on present strengths consider Japs will probably not reinforce present garrisons.
