(c) Those who are imbued with the ideals of the party and will carry out an orders which their oath to Hitler demands. 3. It is conceivable that this hard core, led perhaps by Hitler himself with a proportion of the Government and General Staff, might plan to escape to Japan in order to "continue the fight" against the Allied Notions under the guise of a "Free German Force". 4. The character of the Nazi leaders and the Nazi youth, the love of the dramatic which has characterised the history of the Nazi movement and the vanity and bravado of the party makes me think that this is a possbility which should be reckoned with, particularly since it might involve the addition to the Japanese fleet of a respectable force of German surface units and U-Boats.
