ANNEX Note by Chief of the Air Staff on J.P.(43) 178 I doubt if the picture of German disintegration on which this paper is based will prove to be a true one. It might apply to Italy but I think not to Germany. I think Germany will prove, when the time comes, to be quite well organised for defeat, and I think it most unlikely that small parties of Allied troops will be free to move about in Germany to seize the objectives named in the paper. 2. My own guess at what will happen is this. When a combination of military reverses on land, the bombing of Germany, and the failure of the U-boat war have convinced the German Nation as a whole that defeat is inevitable and further resistance profitless, the German Army will dispose the Nazis and take charge of the country.
